ECB Sticks With 2029 for Digital Euro, Pilot Slated for 2027
ECB board member Piero Cipollone says the digital euro is still on track for a 2029 launch, with a 12-month pilot starting in the second half of 2027. The timeline hinges on EU lawmakers wrapping up negotiations this year. Europe wants its own CBDC partly to blunt the rise of stablecoins.
The digital euro has a date. Piero Cipollone, who sits on the European Central Bank's executive board, said Thursday that the ECB is still aiming to issue the currency in 2029, with a 12-month pilot kicking off in the second half of 2027. He laid out the timeline during a keynote at the eighth International Conference of Regional Card Schemes and Retail Financial Market Infrastructures.
Cipollone framed the project as more than cleanup duty. He called the digital euro a solution for the future, saying it will offer a platform to innovate and broaden the quality of payment services across the bloc. The project's immediate target is Europe's fragmented payments map — 13 countries still lean on non-European companies to handle in-store card payments.
The runway depends on lawmakers. Talks between the European Parliament, the Council of the European Union and the European Commission are underway to lock in preliminary agreements, and Cipollone expects them to wrap up this year. If they do, 2029 stays on the table. The pilot itself is meant to do double duty: stress-test the technology and smooth out how service providers, merchants, central banks, infrastructure operators and users all interact, with 36 service providers picked to take part.
ECB President Christine Lagarde has floated this window before, pointing to a bloc-wide launch somewhere in 2028-2029, but tied it to regulation landing by year-end. She's also been blunt about why the ECB wants its own digital currency: stablecoins. Lagarde has pitched the digital euro as a counterweight to their growing adoption, warning that heavier use of private coins outside the traditional fiat system could leave central banks unable to run effective monetary policy.
So the clock is running on two tracks — Brussels for the rulebook, Frankfurt for the technology. Watch the negotiations first. If they close by December, the pilot lands in 18 months and the euro's digital twin gets a launch year.
