Ripple Mints 110M RLUSD in One Shot as Binance Reopens XRP Withdrawals
Ripple fired off 110.57 million RLUSD on the XRP Ledger in a single Nov. 2 transaction — the biggest mint yet on that chain — just hours before Binance started letting users pull XRP and RLUSD back out following its $6.3 billion hack.
Ripple's treasury pushed out 110,565,832.13 RLUSD in one transaction at 20:43 UTC on Nov. 2, the largest single mint the XRP Ledger has seen. XRPL community account Archie_XRPL flagged a second issuance of 38.8 million behind it, dragging the night's total toward 150 million RLUSD. Onchain trackers caught the first mint, and the ledger's own record matched it.
The XRPL issuer account now carries roughly 859.3 million RLUSD in obligations. Add up every chain and the stablecoin's market cap sits near $2.56 billion, meaning about a third of the supply lives on the XRP Ledger while most of the rest runs on Ethereum. Big single mints like this typically signal demand from exchanges or institutional desks rather than retail buyers.
The timing lands on the back of a distribution tear. Over the past week alone, Robinhood inked a Ripple deal to put RLUSD in front of its 29 million customers, and Coinbase added the stablecoin across the XRPL and other networks. The token also picked up a historic Moody's rating after Ripple's U.S. bank approval, and Uphold is now dangling up to 7% APY on RLUSD through its mobile app in most U.S. states — variable returns paid by an outside protocol, with funds leaving the Uphold wallet when users opt in.
Binance, meanwhile, said it would start reopening withdrawals at 04:00 UTC on Nov. 3 across dozens of assets on BNB Smart Chain, Ethereum, Solana, the XRP Ledger, Sui, Arbitrum, Optimism, Tron and Base. The rollout comes in phases, with tokens prioritized by user demand over the past week. The first batch included BTC, ETH, XRP, SOL, DOGE, LINK, ADA, LTC and SHIB, and co-founder Yi He confirmed Ethereum withdrawals were back for RLUSD, USD1, TUSD, FDUSD and XUSD.
For XRP holders the restart matters more than most: XRP was hit first in the Oct. 29 attack, with five wallets drained in about four minutes. Binance had already processed $4.65 billion in withdrawals across 15 networks before this round kicked off, and it has warned users about fake compensation offers as scammers tried to cash in on the chaos.
The episode has spotlighted how much leverage issuer-controlled tokens carry — Tether alone froze over $1.5 billion tied to the hack within 30 minutes. RLUSD runs on the same model, with Ripple issuing it and holding the power to freeze, a contrast to XRP, which has no issuer to step in that way. XRP was trading near $1.25 on Nov. 3, roughly flat, while Binance says more assets and networks will come back in phases once security checks clear.
