UK Navy Shadows Russian Spy Ship Watching NATO Drills Near Scotland
Britain's Royal Navy tracked the Russian intelligence ship Viktor Leonov as it loitered off Scotland, spying on NATO's Exercise Strike Warrior drills. It's the latest in a burst of intercepts — three in barely two weeks — as Moscow's ships crowd British waters.
The U.K. Royal Navy says it caught a Russian spy ship red-handed. The Viktor Leonov, a Vishnya-class intelligence-gathering vessel, was tracked by British Merlin helicopters as it closely monitored NATO warships near the Outer Hebrides off Scotland's coast, the Navy said Nov. 2. The surveillance ran from Sept. 29 to Oct. 8.
The target of that snooping: Exercise Strike Warrior, which pulled together 2,000 personnel from six nations. The Viktor Leonov wasn't alone in testing Britain's patience. In October, the Royal Navy's HMS Dauntless and HMS Tyne intercepted the frigate Neustrashimy as it escorted sanctioned cargo ships through the English Channel.
London isn't just watching — it's counting. The Royal Navy said the Kremlin has been forced to deploy warships over the past three months to shield what it called illegal shipments, and that the U.K. has now sanctioned more than 500 Russian vessels, plus seized the oil tanker Smyrtos in June.
More intercepts followed. HMS Tyne was dispatched between Oct. 11 and 14 to intercept the RNF Aleksandr Shabalin, a Soviet-built landing ship escorting a Russian shadow fleet vessel and a tugboat, according to the Navy. All told, Britain has run three tracking and interception operations in just over two weeks as Russian activity in British waters keeps climbing.
The backdrop is a nerve-jangling stretch for Europe. Western officials are sounding alarms over Russian espionage and hybrid attacks across the continent, with fears of a direct NATO-Moscow clash running hot. Moscow's reliance on naval escorts for its shadow fleet has grown as European governments increasingly intercept the tankers Russia uses to dodge sanctions.
Those shadow fleet vessels aren't a side story — they help fund the Kremlin's war in Ukraine. Ukraine's government register had flagged 1,404 vessels as part of Russia's shadow fleet as of May 2026, a number that underscores just how much the cat-and-mouse game at sea matters.
