Horizen's Nov. 4 Bridge Deadline Leaves USDC.e Out of the Refund Plan
Horizen's Layer 3 is winding down, and users have until 8 a.m. ET on Nov. 4, 2026 to bridge assets over to Base. ZEN and eligible ETH balances get a DAO-funded trip home. Stargate-bridged USDC.e does not, and holders must move it themselves.
Horizen has slammed a hard deadline on its Layer 3 exit: 8 a.m. ET on Nov. 4, 2026, is the last call to bridge assets over to Base. The Horizen DAO will then return leftover ZEN balances and staking rewards, plus qualifying ETH, to users in the second half of November. One asset, though, is getting left at the door.
Bridged USDC is not part of the recovery plan. In its official notice, Horizen warns that USDC.e is run by Stargate rather than by Horizen, so the DAO's return does not cover it. Anyone holding the bridged stablecoin has to bridge it out on their own before the cutoff, with no fallback.
For ZEN, the DAO will use a snapshot taken at the bridge cutoff to send remaining balances, staking positions and unclaimed staking rewards back to the same addresses on Base. ETH balances above 0.001 ETH ride the same process; anything below that line stays put. Horizen expects the distributions to land in the second half of November, after a one-week public review of the snapshot, which it tentatively plans to publish on Nov. 7.
The routes are not interchangeable. Horizen tells users to withdraw staked ZEN first and claim rewards after that, then bridge ZEN and USDC.e through Stargate while ETH goes through its native bridge. ZEN transfers burn tokens on the source chain and mint them on the destination; USDC.e represents USDC locked on Base; ETH travels the separate native OP Stack bridge. Initiating an ETH withdrawal before the deadline is enough, with finalization on Base expected in roughly two weeks.
The clock is running because Base's Denim upgrade will leave Horizen's existing OP Stack chain unable to process user transactions, the project says, speeding up a wind-down that was already in the works. Base's own docs confirm Denim shifts block production from one block every two seconds to five per second. Horizen picked the cutoff ahead of the expected Nov. 5 shutdown so it could grab a clean snapshot without transactions still in flight.
The numbers are small but real: explorer figures pulled on Nov. 2 showed about 156,562 ZEN sitting on the Layer 3 across 520 token-holding addresses, alongside 1,847 USDC.e across 150 addresses. Those are token-level counts, not headcounts of people or snapshot beneficiaries. Smart contract wallet holders whose wallet contracts do not also exist on Base are asked to email [email protected] before Nov. 4 to coordinate a way back.
